Through several emails and phone calls we confirmed today that the Social Worker has recommended we be allowed to apply to the CCAA to adopt OuYang, ChunWen and the provincial authority has approved that recommendation. The next step is to sign some papers with our agency, and then develop a "Nurturance Plan" in which we outline for the CCAA how we plan to care for ChunWen in light of her "special needs". Our agency contact assures me that they have never had the CCAA question or deny a match they have made, so it appears the rest of the journey is paved with formality!
